Senate Bill 2090 was proposed by State Senator Omar Aquino last week in the capital. The bill is aimed at protecting a very specific set of voters, those who have been arrested but not yet convicted. Under the law, county clerks in Illinois would be required to make sure that inmates at local jails who are being held prior to any actual plea or conviction, be given the chance to cast a vote.
