More Changes Added To Cupcake Bill

The proposed "Cupcake Bill" in Springfield has some new parts.  The legislation was initially designed to help get a 12-year-old baker in Troy back in business.  She was shut down in December for selling her treats from her home kitchen, which hadn't been inspected.  If the proposal clears the Legislature, people would be allowed to sell their goods from home as long as they're making less than one-thousand bucks a month.
